Few phenomena have been more disruptive to West European politics and society than the accumulative experience of post-WWII immigration. Against this backdrop spring two questions: Why have the immigrant-receiving states historically permitted high levels of immigration? To what degree can the social and political fallout precipitated by immigration be politically managed? Utilizing evidence from a variety of sources, this study explores the links between immigration and the surge of popular support for anti-immigrant groups; its implications for state sovereignty; its elevation to the policy agenda of the European Union; and its domestic legacies. It argues that post-WWII migration is primarily an interest-driven phenomenon that has historically served the macroeconomic and political interests of the receiving countries. Moreover, it is the role of politics in adjudicating the claims presented by domestic economic actors, foreign policy commitments, and humanitarian norms that creates a permissive environment for significant migration to Western Europe.

Si l'effondrement des régimes communistes a permis aux peuples de l'Europe centrale-orientale de recouvrer leur identité européenne, il a aussi favorisé la résurgence d'anciens conflits ethniques et culturels propres à la région danubienne. Le problème des minorités figure en bonne place parmi les causes de la dissolution de la monarchie austro-hongroise. Il est aussi largement responsable de ses mauvais rapports inter-étatiques de la période entre les deux guerres. Les politiques adoptées envers les nationalités après 1945 n'ont rien fait pour arranger la situation même si elles ont eu "l'avantage" plus que douteux de "simplifier" les cartes ethniques ou linguistiques de la région. Sous les rubriques "le poids du passé", "la tentation de l'indépendance", "une coexistence impossible", et "en vue d'une solution", ce volume examine la question des minorités en Europe centrale, du point de vue de l'histoire et de l'actualité. Il analyse les solutions envisagées dans le passé et au présent, de l'empire des Habsbourgs et de la Société des Nations à la CSCE. Il traite du mouvement à l'indépendance dans les deux Etats fédérés sous le communisme; la Tchécoslovaquie et la Yougoslavie. Il s'interroge sur les racines du contentieux minoritaire et sur la spécificité de la région centre-européenne. Enfin, les collaborateurs de ce volume posent les jalons possibles d'une solution future, à la fois difficile et nécessaire.

La population musulmane de Belgique est principalement constituée de personnes issues de l'immigration ouvrière originaire du Maghreb et de Turquie. Nombre d'entre elles vivent l'exclusion et la discrimination sociales. Qu'ils soient pratiquants ou non, les musulmans affrontent souvent l'incompréhension. Leurs modes de vie font régulièrement l'objet de stigmatisations. L'ouvrage poursuit deux objectifs. Il vise à établir une synthèse des déterminants socio-économiques, politiques et culturels de la marginalisation des musulmans. Il cherche ensuite à saisir les constructions identitaires et les stratégies d'insertion, qui émergent face à l'exclusion. Il tente de rendre compte de la multiplicité des appartenances identitaires et des pratiques sociales de cette population. Le lecteur est ainsi invité à prendre conscience de l'« islamophobie » qui transparaît dans les attitudes de certains responsables politiques et de nombreux professionnels du monde éducatif, socioculturel, juridique et médiatique. Les musulmans apparaissent trop souvent comme des personnes « à sauver » de l'obscurantisme religieux et d'une communauté oppressante. Or l'ouvrage montre comment ces immigrés et leurs enfants prennent appui à la fois sur les solidarités communautaires et sur les opportunités offertes par la société belge. Au-delà de l'apport scientifique, pour mieux cerner les enjeux normatifs liés à la situation de la population musulmane, le livre propose également des recommandations politiques qui visent à lutter contre la marginalisation de cette population.
